The Edo State Government under the leadership of Sen. Monday Okpebholo, has made significant strides in combating incidences of rape and other forms of human rights abuse within his first 100 days in office. The achievements signal a turning point in the State’s fight against human rights violations, demonstrating a well-structured approach to addressing physical, psychological, and societal impacts.
For years, Edo State has grappled with rising cases of sexual violence, leaving survivors with deep emotional scars and communities in distress. Rape, defined as unlawful sexual activity carried out forcibly or under threat, has caused both physical and psychological harm while tearing at the social fabric of society. One of the most harrowing cases is the gang rape of a minor on December 24, 2024, in Okpella, Etsako East Local Government Area (LGA) of Edo State. It was a wake-up call, prompting immediate and decisive government intervention.
Recognizing the urgent need for action, Governor Okpebholo’s administration launched a comprehensive strategy aimed at prevention, justice, and survivor support. With a clear understanding that rape has lasting effects which include chronic health issues, post-traumatic stress disorder (PTSD), and social stigmatization; the government has implemented key reforms to tackle the crisis at its core.
Through the Coordinator of the Office of the First Lady, Mrs. Edesili Anani, the Edo State Government has introduced a range of initiatives focused on prevention and justice. Law enforcement agencies have been empowered with specialized training to handle sexual violence cases effectively, and investigative protocols have been strengthened under the strict enforcement of the Violence Against Persons Prohibition (VAPP) Law.
Perpetrators of rape now face swift and uncompromising justice. In the case of the minor from Okpella, Etsako East LGA, three of the suspects involved in the heinous crime were apprehended by the police, reinforcing the government’s zero-tolerance stance on sexual violence.
Beyond enforcement, the administration has also prioritized care and rehabilitation for survivors. Shelters and medical centres have been established to provide holistic support, including medical treatment, psychological counseling, and legal assistance. These facilities ensure that survivors receive the help they need to heal and reintegrate into society.
The victim, who suffered unimaginable trauma, has now found safety and care in a state-run orphanage. With gratitude for the State Government’s intervention, she has returned to school and is rebuilding her life; a testament to the administration’s commitment to survivor rehabilitation.
To create lasting change, the State Government has partnered with community leaders, non-governmental organizations, and other stakeholders to launch widespread public awareness campaigns. These initiatives aim to educate citizens about the importance of consent, the legal consequences of sexual violence, and the need to support victims rather than stigmatize them.
In a similar gesture, the Edo State Government gifted ₦5 million to Uyi Tina, a domestic violence survivor, to support her recovery and rehabilitation. The cheque was presented in Benin City by Mrs. Anani on behalf of the Government. Uyi Tina was attacked and set on fire by her estranged husband on December 31, 2024, an incident which made her suffer severe injuries and losses.
Likewise, the Edo State Government through its Ministry of Women Affairs and Social Development, has stepped in to address a heartbreaking case of child abuse and severe malnutrition. The intervention concerns two vulnerable children; a year-old infant suffering from severe malnutrition (marasmus) and her 10-year-old stepsister, who allegedly was subjected to repeated abuse by her 54-year-old stepfather. Both children have been enrolled in the care and protection of the State Government.
The tragedy unfolded following the untimely death of the children’s mother shortly after childbirth, leaving them in a precarious situation under the care of their father and stepmother. In the wake of the loss, the children became vulnerable, with the stepmother spotted as the primary suspect in the alleged abuse. Authorities acted swiftly, and the suspect was taken into police custody for possible prosecution.
As a testament to the State Government’s intervention, the Commissioner for Women Affairs and Social Development, Hon. Marie Olabisi Idaomi visited the one-year-old infant at the Modic Medical Centre in Benin City. During her visit, the Commissioner assured that the State Government would cover all medical expenses to treat the severe malnutrition. Thereafter, she convened with the Police to address the logistical challenges posed by the investigation which again reaffirmed the State’s commitment to protecting the vulnerable while ensuring that justice is served.
As Governor Okpebholo marks his first 100 days in office, his unwavering commitment to eradicating sexual violence and protecting the vulnerable stand out amongst his administration’s most impactful achievements. By reinforcing legal measures, supporting survivors/vulnerable, and fostering societal awareness, his administration is not only addressing present challenges but also securing a safer and more just future for children and the vulnerable, who are residents in Edo State.
